Researchers by level of formal qualification (according to the International Standard Classification of Education (ISCED) (UNESCO)) in percentage of total researchers (FTE). The following levels are identified: First stage of tertiary education consists in levels 5A and 5B (ISCED 1997) with level 5A being the academic orientation and level 5B the occupational orientation; Second stage of tertiary education leads to an advanced research qualification - level 6 (ISCED 1997); "Other level" includes level 4 and lower, ISCED 1997.

R&D personnel are represented in full-time equivalent units. A person working half-time on R&D during the course of a given year is counted as 0.5 person year in FTE. FTE data are a more accurate measure of the volume of human resources devoted to research in a country than headcounts or jobs. Data on researchers have to be interpreted with caution because they are approximated from the total R&D personnel.
