Doing business 2020

Doing business is a joint project developed by The World Bank and the International Finance Corporation. It measures the efficiency and strength of laws, regulations and institutions that are relevant to domestic small and medium-sized companies throughout their life cycle.

Doing Business 2020 presents quantitative indicators that can be compared across 190 economies and over time. Regulations affecting 12 areas of the life of a business are covered: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency, regulation on employing workers and contracting with the government.

Economies are ranked on their ease of doing business, from 1 to 190. A high ranking on the ease of doing business index means the regulatory environment is more conducive to the starting and operation of a local firm. The rank for Belgium in 2020 is 46. Two areas- regulation on employing workers and contracting with the government- are not included in the ease of doing business score and ranking.

The best ranks are obtained for the topics:

  • Trading Across Borders (1)
  • Resolving insolvency (9)

The worst performances are recorded in:

  • Registering property (139)
  • Getting electricity (108)
  • Getting credit (67)

Data give also an Ease of Doing Business Score (DB score). It captures the gap of each economy from the best regulatory performance observed on each of the indicators across all economies in the Doing Business sample since 2005. An economy’s ease of doing business score is reflected on a scale from 0 to 100, where 0 represents the lowest and 100 represents the best performance. The Belgian DB score in 2020 is 75.0 (score of 74.7 in 2019).

  • Starting a business (92.3)
  • Resolving insolvency (84.1)

The worst performances are recorded in:

  • Registering property (51.8)
  • Enforcing contracts (64.3)
  • Getting Credit (65.0)
